This latest achievement continues our long-standing commitment to providing schools, academies and education establishments with a compliant, transparent and reliable way to recruit high-quality teaching and education support staff.
The new framework gives schools and trusts access to accredited suppliers who can support with temporary, permanent and fixed-term recruitment across a wide range of education roles, including teachers, teaching assistants, cover supervisors, senior leaders, administrative staff and other school support roles.
What is the Government Commercial Agency?
The Government Commercial Agency, formerly Crown Commercial Service, supports public sector organisations to buy goods and services in a way that delivers value for money, transparency and compliance.
On 1 April 2026, Crown Commercial Service became the Government Commercial Agency. The new Supply Teachers and Education Recruitment framework is designed to help schools and trusts access approved education recruitment suppliers through a clear and compliant route.
What is the GCA Supply Teachers and Education Recruitment Framework?
The Supply Teachers and Education Recruitment framework allows schools, academies, colleges, nurseries, pre-schools and other public sector education establishments to recruit temporary, permanent and fixed-term education staff.
The agreement gives schools access to accredited suppliers who have been evaluated against key standards, helping education settings recruit with confidence.
The framework includes a wide range of education roles, including:
- Qualified teachers
- Teaching assistants
- Cover supervisors
- Education support staff
- Headteachers and senior leaders
- Administrative, clerical, finance and IT staff
- Maintenance, catering, cleaning and other support roles
From September 2026, single and multi-academy trusts will be expected to use the GCA Supply Teachers and Education Recruitment framework when hiring supply staff, unless they already have an alternative compliant arrangement in place that delivers strong service, safeguarding and value.
What does this mean for schools?
Being named as a supplier on the GCA framework means Flourish Education can continue supporting schools with a compliant and transparent recruitment solution.
The framework is designed to help schools and trusts benefit from:

- Transparent costs and supplier fees
- Worker background checks in line with DfE Keeping Children Safe in Education standards
- Capped supplier fees
- A free temporary-to-permanent transfer option after 12 weeks, subject to four weeks’ notice
- Access to an agency selection tool
- Clear framework terms and conditions
- Support for schools and trusts when recruiting education staff
