Teachers will receive a fully funded, 5.5% pay rise for 2024-25

Yesterday, The Education Secretary, Bridget Phillipson accepted the recommendations of the School Teachers’ Review Body (STRB) and confirmed the teacher pay award of 5.5% for 2024-25.

The STRB is an independent group that makes recommendations on the pay of teachers in maintained schools in England and reports to the Secretary of State for Education and the Prime Minister.

Are teachers in England getting a pay rise this year?

Yes. The 5.5% award will see pay packets increase by over £2,500 for the average classroom teacher.

Will teachers at all schools in England receive the pay award?

The pay award applies to maintained schools, with academies continuing to have freedom over teachers pay and conditions. However, in practice, most academies follow the recommendations of the STRB.

Is the pay award fully funded?

Schools will receive £1.1 billion in additional funding to cover their overall costs in financial year 2024-25, including fully funding the pay award for teachers at a national level. However, it is understood that some of the funding for the pay award will need to be met by the ‘budget headroom’ which the Department for Education (DfE) analysed that mainstream schools could afford in 2024-25. 

In reality, this means that the new pay award is not fully funded with new money. However, of the 5.5% pay rise, 4.3% will come from new money and 1.2% of the pay award will come from the ‘budget headroom’.

This is likely to be more than schools were expecting and most schools may find that they are in a better position than they thought they would be when those budgets were first put in place.

What will be the Teacher main and Upper Pay Scales for 2024-25?

Teachers on the main and upper pay scale in England (excluding the London area) will earn a salary of between £31,650 and £49,084.

When will teachers receive their pay rise?

The new pay order will be laid in Parliament in Autumn and Teachers will start receiving their new salary in the autumn, after the new pay order comes into force. The Government has confirmed that pay will be backdated to 1 September 2024.

What else are the new Government doing to help the teacher recruitment and retention crisis?

Alongside the pay award, the DfE also announced that from September, schools will no longer be required to use the Performance Related Pay (PRP) system, which can lead to schools and teachers going through an overly bureaucratic process to agree individual teachers’ pay rises. This will help improve teacher workload.

They also announced that they will clarify that teachers can carry out their planning time at home, improving flexible working for staff.
